Job Title: Estimation Engineer (EPC / Infrastructure Projects)
Location: Riyadh, Saudi Arabia

Job Summary:
We are seeking a skilled and detail-oriented Estimation Engineer with strong experience in EPC and infrastructure projects within the Saudi Arabia (KSA) market. The candidate will be responsible for preparing accurate cost estimates, BOQs, quantity take-offs, tender evaluations, and commercial proposals for large-scale infrastructure and construction projects.

The ideal candidate should possess hands-on experience in Road & Highway, Building, Water, Power, Rail & Metro, and other infrastructure projects, along with sound knowledge of KSA tendering practices, project costing, and bid preparation processes.

KEY RESPONSIBILITIES:
Estimation, Tendering & Cost Planning:
– Prepare detailed cost estimates, BOQs, quantity take-offs, and tender submissions for EPC and infrastructure projects.
– Analyze drawings, specifications, RFQs, and contract documents for accurate project costing.
– Handle estimation for Roads & Highways, Buildings, Water Infrastructure, Power Projects, Rail & Metro, and other civil infrastructure works.
– Coordinate with engineering, procurement, planning, and execution teams for technical and commercial inputs.
– Obtain and evaluate quotations from suppliers, subcontractors, and vendors.
– Conduct rate analysis, cost benchmarking, and pricing strategies to ensure competitive bidding.
– Prepare techno-commercial proposals in compliance with client and tender requirements.
– Review project risks, exclusions, assumptions, and contractual obligations during bid preparation.
– Support management during bid negotiations, clarifications, and tender finalization stages.
– Maintain estimation databases, historical costing records, and market price trends.
– Ensure timely submission of tenders with complete technical and commercial documentation.
– Participate in pre-bid meetings, site visits, and client discussions when required.

KEY REQUIREMENTS
Education:
– Bachelor’s Degree in Civil Engineering or related engineering discipline.
– Additional certifications in Estimation, Quantity Surveying, or Project Management will be an added advantage.

Experience:
– 6+ years of overall experience in estimation and tendering for EPC / infrastructure projects.
– Proven experience in Roads & Highways, Buildings, Water Projects, Power Projects, Rail & Metro Projects, and large-scale Infrastructure developments.
– Exposure to KSA market standards, tendering procedures, and commercial practices will be preferred.
– Experience in handling government, semi-government, and private sector tenders.
– Strong understanding of BOQ preparation, quantity take-offs, rate analysis, and project costing methodologies.

Skills:
– Excellent knowledge of estimation software, AutoCAD, MS Excel, and project costing tools.
– Strong analytical and commercial understanding.
– Ability to work under tight tender deadlines and manage multiple bids simultaneously.
– Effective coordination and communication skills with internal teams, consultants, subcontractors, and clients.
– Knowledge of FIDIC and EPC contract conditions will be an added advantage.
– Arabic language proficiency will be an added advantage.
