Al Moallam (CJSC) Company, one of the major contracting companies for Saudi Aramco & SEC looking for a full time, experienced Estimation Manager for EPC Projects.
Job Summary:
The Estimation Manager for EPC projects is responsible for leading and managing the cost estimation and proposal development process for large-scale EPC (Engineering, Procurement, and Construction) projects in sectors such as oil & gas, power, infrastructure, or industrial facilities. This role ensures accurate, competitive, and timely preparation of cost estimates and bid submissions, collaborating closely with engineering, procurement, construction, and project management teams.
Key Responsibilities:
• Estimation Management:
• Lead the preparation of detailed cost estimates (CAPEX and OPEX) for EPC projects from concept through execution.
• Analyze project specifications, drawings, BOQs, and contract documents to develop accurate quantity take-offs and pricing.
• Ensure all indirect and direct costs, risks, and contingencies are appropriately captured.
• Team Leadership & Coordination:
• Supervise a team of estimators, planners, and quantity surveyors.
• Coordinate with engineering, procurement, construction, and finance departments for input and validation.
• Conduct internal review meetings for estimate accuracy and risk mitigation.
• Tendering & Proposal Development:
• Lead bid strategy development, pricing models, and commercial proposal preparation.
• Prepare technical and commercial submissions in line with client requirements and deadlines.
• Interact with clients during pre-bid, bid clarification, and post-submission phases.
• Market & Risk Analysis:
• Monitor market trends, material costs, labor rates, and subcontractor pricing.
• Evaluate project risks and suggest mitigation strategies.
• Maintain a database of historical cost data for benchmarking and accuracy improvement.
• Compliance & Standards:
• Ensure all estimates comply with company standards, client specifications, and industry best practices.
• Implement continuous improvement in estimation tools, templates, and procedures.

Required Qualifications & Experience:
• Bachelor’s degree in Engineering (Civil, Mechanical, Electrical, or related discipline); Master’s degree is an advantage.
• 10+ years of experience in estimation within EPC projects, with at least 3-5 years in a managerial role.
• Experience in oil & gas, power, petrochemical, or infrastructure EPC projects.
• Strong understanding of engineering drawings, specifications, and construction methodologies.
• Proficient in estimation software (e.g., Candy, CCS, Primavera P6, MS Excel, CostX).
• Knowledge of FIDIC, lump sum turnkey (LSTK), EPC contracts, and international tendering procedures.
