MEP & ICT QA/QC Engineer (Airport Systems – Testing & Commissioning)

Job Summary

The MEP & ICT QA/QC Engineer is responsible for managing and implementing QA/QC activities for MEP, ICT, ELV, and airport operational systems, with a strong focus on testing, commissioning, system integration, and documentation control. The role requires extensive experience in airport projects, including Red Sea and similar mega infrastructure developments, ensuring full compliance with project specifications, international standards, and authority requirements.

Key Responsibilities
QA/QC Management

Establish, implement, and maintain the QA/QC system for MEP and ICT works in line with approved Project Quality Plans.

Prepare, review, and manage Inspection and Test Plans (ITPs) covering MEP, ICT, ELV, and airport operational systems.

Ensure compliance with approved drawings, specifications, contract documents, and international standards (IEC, NEC, NFPA, ASHRAE, ISO, TIA/EIA, BICSI, ICAO, IATA, GACA).

Testing & Commissioning

Prepare, review, and implement Testing & Commissioning Method Statements, procedures, and checklists for all MEP and ICT systems.

Supervise and witness pre-commissioning, commissioning, functional testing, and integrated system testing (IST).

Review and approve test results, performance verification reports, and commissioning dossiers.

ICT, ELV & Airport Systems (Full Scope)

Ensure QA/QC compliance, testing, and commissioning for the following systems:

Servers, Storage, and Racks

Passive & Active Network Components

Airport Operational Systems

CUPPS / CUSS (Common Use Passenger Processing / Self-Service)

FIDS (Flight Information Display System)

AODB (Airport Operational Database)

AIMS (Airport Information Management System)

BHS Interfaces (Baggage Handling System integration)

DCS Interfaces (Departure Control System)

Security & Safety Systems

CCTV & Video Management Systems

Access Control System (ACS)

ALPR / LPR Systems

Intrusion Detection Systems

Perimeter Security Systems

PSIM (Physical Security Information Management)

Passenger & Terminal Systems

Public Address & Voice Alarm (PAVA)

IPTV & Digital Signage

Queue Management System (QMS)

Self-Service Kiosks

Wayfinding & Information Displays

Control & Integration Systems

BMS / IBMS Integration

SCADA Interfaces (where applicable)

System Integration Platform (SIP)

Time & Synchronization Systems

Command & Control Centers

ICT Testing & Certification

Verify testing and certification of copper and fiber optic cabling (Fluke, OTDR, Power Meter).

Review network performance, redundancy, cybersecurity compliance, and failover test results.

Ensure system interoperability and integration testing across ICT, ELV, and MEP systems.

Documentation & Handover

Manage all QA/QC and T&C documentation, including method statements, ITPs, MIRs, WIRs, test reports, calibration records, commissioning files, and as-built drawings.

Prepare system handover packages, O&M manuals, commissioning dossiers, and final close-out documentation for client and authority approval.

NCR & Compliance

Raise, track, and ensure timely closure of NCRs, including root cause analysis and corrective/preventive actions.

Support internal audits, consultant audits, and authority inspections until final acceptance.

Coordination & Reporting

Coordinate with construction, ICT, ELV, system integrators, airport operators, and commissioning teams.

Attend QA/QC, T&C, and system integration meetings with clients, consultants, and authorities.

Prepare QA/QC progress reports, testing matrices, commissioning trackers, and close-out summaries.

Project Environment

Perform effectively under high-pressure airport project conditions, meeting aggressive deadlines and phased handover milestones.

Support authority demonstrations, operational readiness testing (ORAT), and final acceptance testing.

Qualifications

Bachelor’s Degree (BE/BTech) in Electrical Engineering or Mechanical Engineering (mandatory).

ICT/ELV certifications (BICSI, RCDD, OEM certifications, Fluke) are highly preferred.

Experience

Minimum 10+ years of experience in MEP & ICT QA/QC roles.

Proven experience on airport projects and mega infrastructure developments.

Strong exposure to Red Sea projects or similar high-profile developments is highly desirable.

Extensive hands-on experience in testing, commissioning, integration, and documentation of airport ICT systems.

Skills & Competencies

Expert knowledge of airport ICT systems, ELV, and MEP QA/QC practices.

Strong command of testing & commissioning procedures and documentation.

Ability to work under pressure and consistently meet deadlines.

Excellent coordination, communication, and reporting skills.

High attention to detail with a proactive quality-driven mindset.

Preferred Attributes

Experience working with international consultants, airport operators, and authorities.

Familiarity with ICAO, IATA, GACA, and Red Sea Global standards.

Experience supporting ORAT, soft opening, and live airport environments
